Grooms to be Appointed Vice Admiral

Navy Rear Adm. Bruce E. Grooms (CNCS 1993), for appointment to the rank of Vice Admiral and for assignment as Deputy Chief of Staff for Capability Development, Supreme Allied Command Transformation, Norfolk, Va. Grooms is currently serving as Assistant Deputy Chief of Naval Operations for Plans and Strategy, N3/N5B, Office of the Chief of Naval Operations, Pentagon, Washington, D.C.
