Biography

CDR MacInnis hails from Westford, MA, where he grew up and graduated from Westford Academy. He has served in the Navy as an intelligence officer since 1992. His career has seen him work as an analyst, diplomat, intelligence collections manager, planning officer, disclosure official, counter terrorism analyst, and budget analyst, as well as other intelligence related duties. His personal interests include green woodworking, gardening, cooking, and maintaining his post and beam colonial reconstruction house. He is married and has one son, and the family lives off -island, in southern Rhode Island.

2017

Active member of Assess and Assist Team (AAT)

Working with numbered fleets to improve Maritime Operations Center efficiency and assist with the operational planning process.
2013

OPNAV N2/N6 Budget Office

Working in the Pentagon on Navy OPNAV N2/N6 budget planning and submissions for 2014 to 2016. Coordinated the preparation and submission to Congress of the Congressional Justification Book, and coordinated the N2/N6 portion of the annual Navy Program Guide.
2010

Deputy Intelligence LIaison Officer to Chief, Canadian Defence Intelligence in Ottawa

From 2010 to 2013, Served in a diplomatic posting to Ottawa, Ontario, Canada as Deputy of the DIA Defense Intelligence Liaison Office in Ottawa,coordinating ongoing cooperative defense intelligence initiatives between the US and Canada.

Deployed to HQ ISAF, J35 in Kabul, Afghanistan

Deployed to HQ ISAF from Dec 2009 to July 2010 to provide intelligence planning and other assistance to HQ ISAF, working in the J35 office.
2007

Intelligence Planning Officer, Defense Intelligence Agency

From 2007 to 2010, was branch chief of the intelligence plans office at DIA in Washington, DC, coordinating defense and national intelligence agency support to JSCP directed plans around the world.
2003

US Seventh Fleet

From 2003 to 2005 served as the Fleet Intelligence Collections Manager and Foreign Disclosure Officer at Commander, US Seventh Fleet in Yokosuka, Japan.
2000

Joint Analysis Center, Molesworth, UK

From 2000 to 2003, served as a Balkans analyst and counter terrorism analyst at JAC Molesworth, becoming a regional expert on Islamic NGOs in the Balkans at the time.
1998

Special Assistant to Commander Naval Forces Europe and Allied Forces South

From 1998 to 2000, was a special assistant on the personal staff of CNE/AFSOUTH in Naples, Italy.
1996

Fleet Air Forces, Keflavik, Iceland

From 1996 to 1998, served as the assistant intelligence officer and Special Security Officer (SSO) at COMFAIRKEF in Keflavik, Iceland, providing support to US and NATO forces.
1993

Attack Squadron 165 (VA-165)

From 1993 to 1996, served as the squadron intelligence officer for Attack Squadron 165, one of the last west coast A-6E INTRUDER squadrons. Conducted 2 deployments with the squadron and helped disestablish the squadron in 1996.
