This event is for Naval War College students, faculty and staff.

The 2nd annual Alexander C. Cushing International Maritime Law Conference will be held at the Stockton Center for International Law at the U.S. Naval War College in Newport, Rhode Island on November 26-28, 2019. The title of this year’s conference is “International Law and Conflict at Sea.” The Naval War College and the Stockton Center are honored to host this year’s conference with the co-sponsorship of the Command and Staff College of the Japan Maritime Self Defense Force (JMSDF) and The Fletcher School of Law and Diplomacy.

Along with experts from the Stockton Center, the JMSDF, and The Fletcher School, the conference brings together the world’s foremost legal scholars to assess the application of international law to conflict at sea. Keynote speakers, discussants and participants have been carefully selected from around the world and bring a wealth of professional experience and scholarly accomplishment.

Selected papers produced along with this conference will be published in a future volume of International Law Studies, the law journal of the Naval War College known as the “Blue Book.” First published in 1901, International Law Studies is the oldest journal of international law in the United States.
