Rear Adm. Jeffrey A. Harley arrives at a change of command ceremony at U.S. Naval War College (NWC) in Newport, Rhode Island. During the ceremony, Harley relieved Rear Adm. P. Gardner Howe III and became the 56th president of the NWC. Chief of Naval Operations Adm. John Richardson was the guest speaker. Harley reports from his most recent assignment as assistant deputy Chief of Naval Operations. Howe, the first Navy SEAL to lead NWC, has been nominated for appointment to rank of vice admiral and for assignment as associate director for military affairs, Central Intelligence Agency, McLean, Va. Outreach

The College of Leadership and Ethics (CLE) supports each Navy community by maintaining a strategy for development beyond major command. Our primary outreach focus is sharing our knowledge of leadership development, self-awareness, ethical decision-making, critical thinking, moral reasoning, and cultural competence.

Leader Development Continuum Council

The Leader Development Continuum Council is composed of flag officer representatives from all U.S. Navy communities and significant stakeholders. The Council meets on a monthly basis to discuss progress on development strategies and best practices, and to identify gaps and proposed solutions in leader development that have implications across the Navy.
