College of Leadership and Ethics
The College of Leadership and Ethics (CLE) works through three lines of effort: education, research and outreach. The leadership and ethics area of study in the electives program and core curriculum is the key focus of CLE education. CLE’s leadership research, assessment, and analysis helps develop various leader development course curricula. CLE outreach includes support for leader development in various U.S. Navy communities.

Our core offering is the Leadership in the Profession of Arms course, which provides in-resident students the opportunity to grow as future leaders. Students will focus on themselves as leaders, reflect on past performance, examine personal strengths and weaknesses, develop new competences, and strengthen their personal character, enhancing their ability to lead in a complex and dynamic environment.

Featured Faculty
Olenda E. Johnson
Dr. Johnson is a senior faculty member and institutional change agent. Olenda has been instrumental in inculcating leader development throughout Navy culture and establishing flag officer development as an institutional imperative. She is the architect of the Navy’s first leadership course for 2-star admirals – now required for all flag officers. She is a recognized Subject Matter Expert (SME), skilled at advancing higher order thinking capacities (e.g., strategic empathy) through creatively designed disruptive learning interventions. Dr. Johnson is an in-demand speaker and facilitator, supporting efforts across the Naval enterprise, the Department of Defense, and external organizations.
Gina G. Palmer
Gina Granados Palmer is a faculty member at the U.S. Naval War College, Newport, Rhode Island, and entrepreneur with a background in mechanical engineering and production technology. Focusing on leadership, ethics, technology, war and the balance between diplomacy and defense, she completed her doctoral dissertation on literary and visual representations of war termination in the Pacific Theater at the end of World War II. Palmer received a master's degree from Harvard University's Division of Continuing Education with a concentration in international relations and a B.S. in mechanical engineering from California Polytechnic State University, San Luis Obispo.
