College of Distance Education
U.S. Naval War College (NWC) extends its rigorous, executive-level programs beyond campus through the College of Distance Education. An alternative to the resident programs in Newport, these programs are delivered online or through faculty-led seminars on location. Students are able to pursue a Joint Professional Military Education Phase I credits, or a master’s degree. Additionally, we offer Introductory, Basic, and Primary Professional Military Education via My Navy Portal.
College of Distance Education Programs
Executive Education, Afloat or Ashore.
Through the College of Distance Education, officers and select government employees pursue the same caliber of courses as resident students through convenient and flexible formats. Core programming areas are strategy and war, theater security decision making, and joint maritime operations.
Seminar-style Classes
The Fleet Seminar Program delivers Joint Professional Military Education Phase I to students at multiple Naval bases and stations across the United States. Seminar-style classes include research, writing, and discussions.

Featured Faculty
Jonathan E. Czarnecki
Jonathan E. Czarnecki currently is professor of Joint Military/Maritime Operations, Naval War College, Monterey. He is a retired U. S. Army colonel with more than 27 years of experience in the field and staff. His M.A. and Ph.D. in Political Science and Applied Social Statistics are from the State University of New York at Buffalo; his B.S. in Social Sciences/Industrial Management is from Clarkson University. He has published numerous articles on joint operations, organizational behavior, operational art, information, complexity and systems thinking as applied to national security.
David A. Kelly
Associate professor Kelly is the program manager of NWC's Non-Resident Graduate Degree Program since 2010. He joined the faculty of the College of Distance Education as an associate professor in 2007 working on the Navy’s online professional military education courses. He served as a Surface Warfare Officer aboard USS Barnstable County (LST 1197) where he participated in Non-combatant Evacuation Operations and as a Naval Gunfire Liaison Officer with Third Battalion, Eleventh Marines with whom he took part in Operation Restore Hope in Mogadishu, Somalia. He is a graduate of Texas Tech University School of Law. He graduated from the University of Pennsylvania in 1986.
