Biography

Col. Hauver joined the faculty at the U.S. Naval War College in 2021. He is an ROTC graduate from Virginia Tech where he was a member of the Corps of Cadets. He has served as a squadron section commander, general officer assignments and promotions officer, rated force policy chief, operations officer, contingency manning chief, executive officer, commander’s action group director, squadron commander and deputy group commander. His most recent assignment was as the chief of strategic workforce planning in the Air Force Warfighting Integration Capability Office at the Pentagon where he was responsible for integrating human capital into the future force design.

Chief of Strategic Workforce Planning

Led strategic planning, design, development, and implementation programs to meet future human capital force design requirements and ensure the Air Force can successfully perform the tasks laid out in the National Defense Strategy.

Synchronized 13 Directors and 50+ offices to identify key manpower, personnel, and services issues and develop associated Air Force-level policies, strategies, and plans.

Chief of the Contingency Manning Branch

Managed U.S. European Command's (EUCOM) Contingency Plan Joint Manning Document (JMD) requirements. Developed EUCOM/NATO crisis establishment JMDs, established policies for Individual Augmentees, and provided strategic planning guidance for Global Force Management allocation.

Deputy Commander 647th Air Base Group & Joint Base Deputy Chief of Staff Officer

As Deputy Chief of Staff Officer, Joint Base Pearl Harbor-Hickam, synchronized island-wide installation support, led base contingency operations, and directed base infrastructure investments. As Deputy Commander, led 850 personnel to deliver full-spectrum mission support for HQ Pacific Air Forces.

Served as the Commander of the 647th Force Support Squadron at Joint Base Pearl Harbor-Hickam, HI. Enabled the 15th Wing's mobility mission and delivered combat & installation support to two Major Commands and 92 partner units supporting a Joint Base population of 87K.

Operations Officer

Served as the Director of Operations for the 18th Force Support Squadron, the Air Force’s largest squadron comprised of 2.4K military/civilian/contractors providing manpower, personnel, and services support to the Air Force’s largest combat Wing.

Chief of Rated Force Policy

Developed rated officer force structure policy for 20K AF pilot, combat systems officer, and air battle manager requirements. Evaluated and implemented rated readiness and retention policies to ensure Undergraduate Flying Training met sustainment goals.

Chief of General Officer (GO) Assignments and Promotions

Planned and implemented personnel policies for career management of AF GOs. Responsible for all aspects of nomination process for AF GO billets. Developed long-term objectives and force models for GO promotions and retirements to manage GO promotion increments.
