National Security Simulation Exercise of Competition, Crisis, and Conflict

The National Security Simulation Exercise of Competition, Crisis, and Conflict (NSEC3), formerly known as JLASS-SP, is an Advanced Research Program (ARP) that builds upon the core curriculum of the College of Naval Warfare and further develops students’ theater-strategic planning skills, with particular emphasis on how military, political, economic, and cultural factors in the Indo-Pacific region influence U.S. interests and objectives.

About this Program

NSEC3 is a Theater Strategic Planning elective focused on the Indo-Pacific region. Students gain a deeper understanding of strategic issues shaping regional security and apply this knowledge by developing theater estimates and security cooperation concepts. Participants serve as members of a notional United States Indo-Pacific Command (USINDOPACOM) staff. The course also provides valuable insights into interagency coordination and multinational planning processes, as students collaborate with counterparts from other U.S. and international war colleges simulating national and regional staffs pursuing respective strategic goals.

Program Curriculum

This 7-month, two-part elective is conducted in collaboration with students from other U.S. and international senior-level war colleges.

The program spans the winter and spring trimesters, culminating in a capstone simulation phase hosted at the U.S. Army War College, Carlisle Barracks, during the spring trimester.

Navy students that complete this specialized program of study are awarded an Academic Qualification Designator (AQD 247).

Signing Up

Interested students must apply and are competitively selected by the NSEC3 faculty based on aptitude, interest, and relevant skillsets. Participation is limited.

Students may express interest during the ARP Fair held at the start of the fall trimester.
