Biography

Professor Waller is the current Raymond A. Spruance Professor of National Security and Foreign Affairs at the Naval War College and the Senior State Department Faculty Advisor at the college. A career member of the Senior Foreign Service with the rank of Minister-Counselor, he previously served as Political Minister Counselor at U.S. Embassy Rome. He was the U.S. Consul General in Erbil and Dubai. In Washington, he served as Director of the Department of State’s Office of Iraq Affairs and as Director for Israeli, Palestinian and Jordanian Affairs at the National Security Council. In 2010 he received the State Department’s James Clement Dunn Award for Excellence in mid-career officers.
