Newport, R.I. - Adm. Guillermo E. Barrera, former Commander of the Colombian Navy, has retired after serving for 13 years as the first ever Chief of Naval Operations (CNO) Distinguished International Fellow at the U.S. Naval War College (NWC), Nov. 20th.
