The U.S. Naval War College is an educational institution within the Department of the Navy. The President of the Naval War College is accountable directly to the Chief of Naval Operations, who establishes the College's mission, provides general guidelines and appropriated funds for its operation, and selects the president of the Naval War College.

Jeffrey A. Harley

Rear Admiral Jeff Harley is the 56th President of the U.S. Naval War College. The College is responsible for educating and developing future leaders through the development of strategic perspective, critical thinking, and enhancing the capability to advise senior leaders and policy-makers.

Vice President/Chief of Staff

Tamara K. Graham

In 2016, Capt. Graham was assigned as Vice President and Chief of Staff for U.S. Naval War College, Newport, Rhode Island. Capt. Graham has more than 3,000 flight hours in the SH-60F/H/S aircraft. Her awards and decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, two Air Medals (Strike/Flight), four Navy and Marine Corps Commendation Medals, two Navy and Marine Corps Achievement Medals, and various unit and campaign decorations.

Lewis M. Duncan

Lewis M. Duncan currently serves as Provost of the U.S. Naval War College. Additionally, he continues as a founding member of the Board of Directors of the Center for the Advancement of Science in Space, responsible for managing the U.S. National Laboratory of the International Space Station. He also serves as an Associated Fellow of the United Nations Institute for Training and Research, supporting the global humanitarian missions of the United Nations Operational Satellite Applications Technology (UNOSAT) program. Dr. Duncan is internationally recognized as an accomplished research scientist in experimental space physics and radiophysics.

Wesley Koshoffer

Master Chief Petty Officer Wesley Koshoffer is the Command Master Chief of the U.S. Naval War College. He also serves as the Enlisted Leader Development Working Group lead. He is a second-generation submarine sailor, and his sea duty assignments include USS Phoenix (SSN 702), USS Baltimore (SSN 704), PCU Cheyenne (SSN 773), USS Jacksonville (SSN 699) and USS Alexandria (SSN 757) where he served as chief of the boat. His shore assignments include Submarine Squadron Support Unit and Submarine Force Atlantic Tactical Readiness Evaluation Team where he served as senior communications evaluator.

U.S. Naval War College Board of Advisors

The Board, under the provisions of the Federal Advisory Committee Act (FACA) of 1972, as amended, shall provide the Secretary of the Navy, through the Chief of Naval Operations and the Presidents of the Naval Postgraduate School (NPS) and U.S. Naval War College (NWC) independent advice and recommendations on matters pertaining to the educational, doctrinal, and research policies and activities of the NPS and the NWC. The Secretary of the Navy or designated representative, on behalf of the Secretary of Defense, may act upon the Board's advice and recommendations.
