Biography

Born in Paisley, Scotland, he joined the Chilean Naval Academy in 1990. During his 27 years in the Navy, he followed a warfare career with two tours as commanding officer, deployments in Asia, Europe and Antarctic, and participated in several international exercises (RIMPAC, PANAMAX, UNITAS). As well as his education and training in Chile, he studied at the Britannia Royal Naval College in the U.K., the Surface Warfare School, the U.S. Naval War College and Salve Regina University in the United States. Upon completing his studies at the U.S. Naval War College, he had the opportunity to stay a second year as an International Fellow in the College of Maritime Operational Warfare.

Between 2017 and 2018 joined the Humanitarian Response Program in CMAOW, doing the following activities:
Research in the Civil - Military Coordination aspects.
Developing simulation exercises
Improving the planning process for Humanitarian response activities.
