David Chu was past president and CEO for the Institute for Defense Analyses, was undersecretary of defense (personnel and readiness) and was assistant secretary of defense and director for program analysis and evaluation. He also served as assistant director of the Congressional Budget Office for National Security and International Affairs. He is a U.S. Army Vietnam veteran and was discharged as captain in 1970. He earned a B.A. in economics and mathematics and his doctorate in economics from Yale University.
