Biography

An associate professor in International Programs (IP), he joined the college’s faculty in 2008. A former surface warfare officer, he attained the rank of captain with primary assignments aboard frigates and destroyers in the areas of weapons systems and shipboard operations. He has extensive knowledge and experience serving on combined, joint, and fleet level staffs, and with coalition partners in Africa, Indo-Pacific, and Europe. Presently, he serves as faculty supporting the Maritime Security and Governance Staff Course. He is also lead for the Africa Maritime Security Elective. Prior to joining IP, he served as war game director, for a variety of naval, joint and multi-national games.

Associate Professor- War Gaming Department, U.S. Naval War College

-Game Director for the design, development, execution and final analysis for situations and challenges that are of critical interest to the military sponsor.
-Member of the College's African Regional Studies Group, supporting regional engagement and curriculum development.
2010

Military and Maritime Advisor- U.S. Mission to the African Union, Addis Ababa, Ethiopia

-Advisor to the U.S. Ambassador to the African Union on all areas of regional and continental theater security cooperation within Africa, which covered 8 Regional Economic Communities (RECs) and 54 nations.
-Direct liaison and advisor for the development of the AU's continental maritime strategy.
2008

Commanding Officer- U.S. Naval Forces Japan Head Quarters Unit

Training and integration of officers and enlisted personnel for mission support with Commander, U.S. Navy Forces Japan, U.S. Forces Japan (CNFJ) and Japanese Maritime Security Defense Forces (JMSDF) for joint and combined operations.
2006

Commanding Officer- U.S. Naval Forces Central Command/ 5th Fleet

-Training and integration of officers and enlisted personnel for missions in support of NAVCENT and C5F.
-Future Plans, ACOS- development of deliberate and crisis plans for Maritime Security Operations with the integration of Theater Security Cooperation, coalition and inter-agency organizations.
2002

Program Manager- Sea Power 21 "Sea Shield" Concept, Navy Warfare Development Command

-Coordinator for the development and implementation of concepts of operation (CONOPS), providing guidance to USN, USCG and Joint and Multi-National staff elements.
-Sea Shield experimentation coordinator for Mine, Surface, Subsurface, Theater Missile Defense and Anti-Terrorism/Force Protection.
2001

Commanding Officer- Personnel Mobilization Team

-Director for Mobilization; Mid-Atlantic Region for Navy active duty and reserve personnel assigned within the region.
-Responsible for the development of best mobilization practices and provided input at General Officer and Flag Officer levels for process improvements.

African Union Maritime Strategy Implementation Plan Regional Strategy-to-Capabilities
Abstract and presentation for NATO and the Director, Combined Joint Operation from the Sea Center of Excellence delivered as a guest speaker and panelist at the 2011 forum in Kiel, Germany.

Africa’s Regional and Continental Strategy Approach through Partnering
Presentation delivered to the maritime leadership within the African Union’s Peace and Security Commission as a road map and planning tool for developing, integrating and identifying capacity building requirements for continental and regional approaches.

Data Collection Plan and classified annexes for the “UK-US Combined Operations War Game”- Provides the overarching and supplemental research questions, and the means by which data will be collected and analyzed for post-game reporting and game report development.

Game report for the “Maritime Stability Operations Game” - Provided insight to the Navy Irregular Warfare Program Office (NIWO) to explore how best to conduct maritime stability operations (MSTO) in order to prevent and respond to regional instability.

Game report and executive brief to the Commander, Pacific Fleet “Navy Wide Standard Task Force Construct War Game” This report was the culmination of two C2 games with further the development of the “Command and Control Alignment for Afloat Commanders and Staffs” which provided options for the best command and control alignment for maritime staffs and distribution of tasking and responsibilities for each command assigned to support the mission objectives.

Offshore Infrastructure Protection Concept and Operational Concept/CONOPS
Established the baseline for training and integration of operations to counter asymmetric threats and unconventional warfare through joint, multinational and government agency cooperation.

Global Maritime Partnership Concept
The document provides an operational approach to building coalitions and multinational cooperation in support of global partnering with adaptation to the Theater Security Cooperation process.

UK/US Operational Concept Game Report
Final game report with inductive analysis identifying issues, and suggested solutions for conducting maritime operations at strategic and operational levels with combined military and government agencies.

UK/US Operational Concept Data Collection Plan
Process, procedures and standards for data collection, surveys and player related activities that provided the necessary data collection and analytical approach that was used for post-game analysis and final game report development.
