Biography

Capt. Femino is a graduate of Cornell University and a career surface warfare officer. He has served worldwide with deployments to virtually every theater. He commanded USS Dextrous (MCM 13), USS Curtis Wilbur (DDG 54) and USS Lewis B. Puller (ESB 3). He served as CTF 64 integrated air and missile defense commander for the Sixth Fleet area of operations. Ashore, he served as branch chief IAMD, U.S. European Command and as joint operations center chief, U.S. Southern Command. He holds an MBA from the University of Rhode Island, JPME Phase 1 from Escuela de Guerra de La Armada Argentina and an M.S. in national security studies from the National War College.

Commanded U.S. Aegis capability afloat and ashore supporting the European Phased Adaptive Approach (EPAA) phase implementation, U.S. contribution to NATO Missile Defense and coordination with partners and allies supporting missile defense within the European Area of Responsibility.
2017

Commanding Officer, USS Lewis B. Puller (ESB 3)

Commanding Officer of the Navy's first Expeditionary Staging Base executing maritime security operations throughout the Central Command Area of Responsibility. Integrated ESB capability with varied stakeholders including Mine Counter Measures, regional partners, and Special Operations Forces.
2016

Joint Operations Center (JOC) Chief at U.S. Southern Command

Operated the Joint Operations Center for U.S. Southern Command including all exercise, contingency operations, humanitarian assistance, and regional engagements. Supported the 2016 Olympics in Rio de Janiero, Brazil, U.S. assistance to Haiti following Hurricane Matthew and HADR support.
2014

U.S. European Command, Integration, Validation and Test Branch for Integrated Air and Missile Defense.

Executed development of emerging systems supporting European Phase Adaptive Approach including integration of AN/TPY-2 radar(s), Aegis Ashore Romania and Poland and Rota, Spain based U.S. Aegis destroyers. Executed two live flight tests of long range ballistic missiles against assigned warfighters.
2012

Commanding Officer, USS Curtis Wilbur (DDG 54), Yokosuka, Japan

Commanding Officer of a Forward Deployed Naval Force, Aegis Ballistic Missile Defense destroyer in Yokosuka, Japan. Executed Western Pacific maritime patrols, BMD presence operations, integration with regional partners, and anti-submarine patrols.
