Professor Barker is the Joint Military Operations (JMO) Department Chair. He originally joined NWC as a Marine Corps Lt. Col. faculty member in 1999, serving as Deputy Director of the Naval Staff College. In 2005, he became a civilian JMO faculty member in the College of Distance Education. In 2011, he assumed the role as JMO Department Chair.
