Biography

Capt. Patrick Kulakowski is a member of the Russia Maritime Studies Institute at the U.S. Naval War College. He is a career surface warfare officer with a subspecialty in nuclear propulsion. His previous assignment was as the North American Aerospace Defense Command maritime warning chief.
