Enduring Defeat of ISIS: The Civilian-Military Response in Northeast Syria

The Operation Inherent Resolve (OIR) “Enduring Defeat of ISIS” campaign in Northeast Syria has been an excellent example of successful, mutually-supporting joint and combined Coalition civilian-military cooperation and collaboration. During the kinetic campaign to liberate Syrians from the so-called ISIS caliphate – conducted by, with and through the Coalition indigenous partners, the Syrian Democratic Forces (SDF) – USAID and State Department humanitarian response and early recovery stabilization efforts supported the CJTF-OIR/SOJTF-OIR military campaign. This endeavor was not without its challenges, however. The stabilization and humanitarian response in Northeast Syria is a model for future civilian-military stabilization and recovery in crisis and post-crisis situations and provides a test-case for improving an already high-impact and efficacious approach.
