Biography

Lt. Col. Luis R. Rivera, U.S. Army, joined the Strategy and Policy Department in 2021. Lt. Col. Rivera has commanded at the company and battalion level. His combat and operational deployments include Iraq, Afghanistan, Kuwait, Poland and Germany. He is a graduate of the Sistema Universitario Ana G. Mendez (B.S. in Biology) and the Embry-Riddle Aeronautical University (M.S. in Global Logistics and Supply Chain Management). His professional military education includes the Combined Logistics Captain’s Career Course, the U.S. Army Command and General Staff College, and the Command and General Staff School for Command Preparation – Battalion Pre-Command Course.

Professional Highlights

2021

Assistant Chief of Staff, Logistics (G-4)

Served as the Assistant to the Chief of Staff for Logistics (ACoS-G4). Duties consisted of areas concerned with logistics functions such as supply, maintenance, transportation, and services. Served as a technical advisor to the Chief of Staff and staff on logistical matters within the Command.
2020

Chief of Plans Branch

Served as the Chief of Plans for III Armored Corps. Oversaw a branch with assigned School of Advanced Military Studies and functional plans officers responsible for the development of contingency and operational concepts, future plans, and orders in support of Unified Land Operations.
2018

Battalion Commander

Commanded the 15th Brigade Support Battalion, 2nd Armored Brigade Combat Team, 1st Cavalry Division. Responsibilities included were leading, training, maintaining, readiness, health and welfare of equipment valued in excess of $272M and more than 1300 Soldiers and their families.
2017

Executive Officer

Served as XO to the Assistant Deputy Chief of Staff(ADCS), G-4, Headquarters, Department of the Army. Responsibilities included were staff action control officer, information management officer, and military assistant duties and responsibilities. Duties included research and analysis among others.
