Biography

Noel Foster joined the U.S. Naval War College's Joint Military Operations Department in September 2022. He received his Ph.D. in politics from Princeton University in 2021 and served as a postdoctoral fellow in emerging technologies and international security with the University of California Institute on Global Conflict and Cooperation and the National Laboratories at Lawrence Livermore and Los Alamos.
