Biography

Sean Kelley joined the Rochefort Group after more than three decades of service as a naval intelligence officer and national security professional. A graduate of Norwich University and the Naval Postgraduate School, his career includes numerous operational and staff assignments as well as command of a Naval Information Operations Command in Japan and the U.S. Navy’s Operational Intelligence Center at the Office of Naval Intelligence. He earned numerous qualifications and served as an information warfare commander afloat. As an associate professor in the College of Maritime Operational Warfare, he provides operational level education and assistance to fleet commanders and their staffs.

Led IW Enterprise while directing tactical employment of all IW systems across 9 ships and 8 aviation squadrons during forward deployed combat operations. Served as Chief of Staff guiding Carrier Strike Group operations during dynamic global COVID-19 pandemic.

Commanding Officer, Nimitz Operational Intelligence Center, Office of Naval Intelligence (ONI), Suitland, MD

Led 1,070 military, civilian, and contractor personnel and 9 reserve units in the production of operational intelligence to Fleet and National Decision Makers.
2015

Director Fleet Intelligence and Deputy Director Maritime Operations Center, U.S. Fourth Fleet, Mayport, FL

Directed fleet operations, plans, exercises, and prepared for the employment/deployment of Naval Forces to the USSOUTHCOM Area of Responsibility. Coordinated operational control of U.S. Navy assets conducting counter illicit trafficking operations for Joint Inter-Agency Task Force (JIATF) South.

Commanding Officer, U.S. Navy Information Operations Command and Vice Commander, Misawa Security Operations Center, Misawa, Japan

Oversaw maritime cryptologic tasking, analysis, assessments, reporting, and dissemination to customers in the Fleet, Department of the Navy, Department of Defense, and the Intelligence Community (IC).
