Foreign direct investment (FDI) in the Arctic is ramping up at a brisk pace, with China leading the way. This lecture takes stock of the current FDI patterns — at the transactional level — with a particular focus on Chinese activity in the Arctic as a case study. This case study explores China’s natural resource strategy and past FDI activities in the Arctic region, and compares the FDI laws of the six main states that border the Arctic Ocean. Based on the findings of the transactional and legal review of FDI in the Arctic, the speaker discusses the implications to US strategy for the Arctic and suggest three novel approaches to monitoring and indirectly regulating inbound FDI.
