This event is only open to U.S. Naval War College faculty and legal professionals with base access.

This event brings together distinguished academic and government legal experts from around the world to discuss potential changes to the San Remo Manual Applicable to Armed Conflicts at Sea.

The manual is a legal restatement of the Law of Naval Warfare compiled by an international group of experts under the auspices of the Institute for International Humanitarian Law (IIHL) in San Remo, Italy. Originally published in 1995, the IIHL is pursuing an update to the manual reflecting changes in the law. Professor James Kraska is one of two U.S. members of the group of experts invited to participate in the IIHL discussions.

This workshop will identify perspectives which can help inform the U.S. and others the degree and scope of such changes to the manual.
