Readout of U.S. Naval War College President Rear Adm. Darryl Walker Meeting With U.S. Marine Corps Maj. Gen. David J. Bligh, Judge Advocate General of the Navy

U.S. Naval War College (NWC) President Rear Adm. Darryl Walker met with U.S. Marine Corps Maj. Gen. David J. Bligh, Judge Advocate General of the Navy, at the war college’s Newport, Rhode Island, campus on Aug. 25.
Bligh became the second Marine to hold the position of the Navy’s top lawyer in an assumption of office ceremony at the Washington Navy Yard three days earlier, on Aug. 22, 2025.
Among a number of topics, the leaders discussed the value of operational law training and the importance of the work being done at the NWC’s Stockton Center for International Law, a department in the Center for Naval Warfare Studies that produces original research and analysis of both international law and military operations to educate and inform military leaders, national decision makers, and international law practitioners and scholars.
Before assuming his current position, Bligh served as Staff Judge Advocate for the Commandant of the Marine Corps, as well as Assistant Judge Advocate General of the Navy.
