This was the ninth annual conference hosted by the China Maritime Studies Institute (CMSI) and focused on the chief of naval operations-directed topic of China's surface capabilities and strategic implications.

The topic was a logical progression from the previous two annual conferences -- "China's Strategy for the Near Seas" and "China's Far Seas Operations" -- and supported the core research efforts of CMSI and affiliated Department of Defense organizations.
