This was the 10th conference hosted by the China Maritime Studies Institute (CMSI) and focused on the chief of naval operations-directed topic of China's naval shipbuilding. The topic was a logical progression from the previous three annual conferences -- "China's Evolving Surface Fleet," "China's Strategy for the Near Seas," and "China's Far Seas Operations" -- and supported CMSI's research efforts.
