This event is for spouses, partners, and significant others of military/civilian employees assigned to the Naval War College and Naval Station Newport and its tenant activities, Foundation members, and local-area retirees or active/reserve personnel.

This was the fifth annual conference hosted by the China Maritime Studies Institute (CMSI) and continued a dialogue among Chinese and American specialists regarding the development of cooperation in the maritime domain. 

The objective of the conference was derived from the October 2007 "Cooperative Strategy for 21st Century Seapower" goal to foster and sustain cooperative relationships with more international partners. 

In doing so, it drew heavily on the experience of the third annual conference in 2007, which framed the issues under the theme “Defining a Maritime Partnership with China.” 

This conference sought to create the intellectual framework for further enhanced U.S.-China maritime cooperation.
