Head of Peruvian Submarine Force Visits U.S. Naval War College

Rear Adm. Luis Del Carpio Azalgara, commander of the Peruvian submarine force, visited the U.S. Naval War College (NWC), where he met with NWC President Rear Adm. Darryl Walker and Provost Dr. Stephen J. Mariano, among other school faculty and staff, on Sept. 29, 2025.

The visit came less than two weeks after Walker visited Del Carpio’s force headquarters in Callao, Peru, during the 7th International Symposium on Defense and Security, hosted by Escuela Superior de Guerra Naval, the Peruvian Naval War College. During Walker’s visit to Fuerza De Submarinos, the Peruvian submarine force, he toured the Peruvian submarine school’s attack simulator and the Type 209 attack submarine BAP Chipana (SS 34).

Darryl Walker.During Del Carpio’s visit to the NWC Rhode Island campus, Walker and Mariano were joined by National Security Affairs professors Dr. Lindsay Cohn and Dr. Mary Raum, as well as U.S. Navy Capt. Jacob Hurt of the College of Maritime Operational Warfare and Peruvian Navy Capt. Roberto Gonzalez, who is attending the school’s yearlong Naval Command College program, among others.

The previous month, Del Carpio’s forces in Peru hosted the Submarine Conference of the Americas 2025 (SCOTA), a multinational conference showcasing and addressing national undersea domain capabilities, the challenges of interoperability, and undersea collaboration against strategic competitors in the Western Hemisphere. 

The conference included unmanned underwater vehicle (UUV) demonstrations, prevention of mutual interference (PMI) sharing framework and submarine rescue collaboration work.

Del Carpio’s visit to Newport was in line with the NWC’s mission to engage with allies and partners on all matters of naval power in order to preserve the peace, respond in crisis, and win decisively in war.

Established in 1884, NWC informs today’s decision-makers and educates tomorrow’s leaders by providing educational experiences and learning opportunities that develop their ability to anticipate and prepare strategically for the future, strengthen the foundations of peace, and create a decisive warfighting advantage.
